Quebec has a fantastic education system as well as a stable economy, excelling predominantly in aerospace, information and communications technologies, biotechnology, and pharmaceutical sectors. 

The two step verfification process 

1) They must be selected by the (MIDI), Quebec’s immigration authority. 

Selected applicants will receive a Quebec Certificate of Selection (CSQ). This is an official document issued by Quebec immigration authorities to attest that the candidate has been selected by the province. It is not a visa, so it cannot be utilized to enter into Canada

2) An approved CSQ holder must file a permanent residence application with IRCC within 24 months since the date the CSQ was issued.

The federal government’s role in evaluating a Quebec application for permanent residence is mainly limited to issues of health and criminality.

At this stage, an application will be submitted to IRCC, including police certificates and medical exams, when requested.

Know your scope in Quebec Immigration

The Quebec Skilled Worker Program will allow you to immigrate to Quebec Canada if you meet certain selection criteria such as your education, work experience, age, language skills in French and English, number of dependants as well as your ability to support yourself and your dependents financially.

The QSWP identifies and selects candidates who are most likely to establish themselves economically in the province of Quebec.

These are workers whose skills respond to particular provincial market needs and make it easier for them to find work.

 

Who Can Apply for the Quebec Skilled Worker Program?

To see if you can immigrate to Canada as a skilled worker, you must apply in two ways:

You must apply to the government of Quebec for a certificate of selection. The certificate is proof that Quebec has accepted you as an immigrant Create an online Arrima profile and express interest in the province. If Quebec chooses you, you can then apply to Immigration, Refugees, and Citizenship Canada (IRCC) for permanent residence.  

Please note that you will need to take a medical exam and get a police certificate to apply for the Quebec Skilled Worker Program. 

This program allows foreign students or skilled temporary workers, with an intermediate skill level in French, to apply for permanent residence in Quebec, Canada. 

 

Who Can Apply For the Quebec Experience Class (PEQ)

 

If you wish to immigrate to Quebec, Canada under the Quebec Experience Class (PEQ) you can do so under one of the following categories:

  • Quebec Graduate – if you have a qualification from an eligible Quebec institution and have at least 12 to 18 months (depending on your study program) work experience in Quebec; or 
  • Skilled Temporary Worker – if you currently have a skilled job in Quebec, Canada for at least 24 months of the last 36 months.
Quebec Immigrant Investor Program

 

The Quebec government has suspended the Quebec Immigrant Investor Program until at least April 1, 2023.

  1. Demonstrate a personal net worth of at least $2 million legally acquired through conducting business or holding a high-level management position in a private company, government or NGO.
  2. Demonstrate:
    a) Having owned and operated a business for two years in the previous five years, OR
    b) Having held a high-level management position for two years in the previous five years in a private company, government or NGO.
  3. Invest $1.2 million in a passive government guaranteed investment for a period of five years and receive no interest. Applicants may finance their investment.
 
Quebec Immigrant Entrepreneur Program

 

The Quebec Entrepreneur Program aims to recruit individuals who have the skills and experience to operate a business in the province.

The program operates under two streams:

  1. First stream consists in creating a business in Quebec with support from a business accelerator, a business incubator or a university entrepreneurship center. 
  2. Second stream consists of creating or buying an existing business, of which the entrepreneur must control at least 25% if it’s a new enterprise or at least 51% of an acquired enterprise. 

The candidate must prove that they have legally acquired a net worth of $900,000, alone or with their spouse if applicable.

 
Quebec Immigrant Self-Employed Program

 

To qualify under the Quebec Self-Employed Program, applicants must meet the following conditions that differentiate them from the Quebec Skilled Worker Program:

  1. have two years of self-employed experience, in the profession or trade they intend to practice in Quebec;
  2. possess a personal net worth of $100,000 CAD, alone or with an accompanying spouse or common-law partner;
  3. register a start-up deposit of at least $50,000 if the self-employed candidate is based in the metropolitan area of Montreal, and $25,000 if the candidate is located outside of Montreal.
